Invoke Saved Service Region in Dispatch Board Failed

Hi, one of our user cannot display his Service Region by default in Dispatch Board even though he already saved it in the User Preferences. Does anyone has encounter or solved this issue before? FYI, we're running Siebel eAutomotive application on Siebel 8.1.1.2.
