Issue with Item Reclassification

Hi Team,

We have an issue with item reclassification where user upload records for reclassification in bulk from excel sheet. While uploading records they even do not touch to "location" field but still they received error as "Blanks Invalid". Please refer below screen shot. Is this having any issue with coding or in transaction?

Please help me.
