AD.C.Delta.9 additional patches error: ETCC not run in the database node

I am in the process of upgrading EBS from 12.1.3 to 12.2.6.  I have upgraded to 12.2.0, run rapidwiz and configured the apps tier, run the online enablement patch and ran the R12.AD.C.Delta.9 (Patch 25178222) using this command:  adop phase=apply patches=25178222 hotpatch=yes.

I am now running the additional AD.C.Delta.9 patches using this command:  adop phase=apply patches=25250923,24481010,25615812,24591000 hotpatch=yes merge=yes.

I get an error, even though I have run ETCC and MTCC mutliple times and have no additional patches to apply.

Validating system setup.

    Node registry is valid.

    [ERROR]     ETCC not run in the database node ebs-testdb
