Dual UOM

I have been reading up on Dual UOM and I see where it is really utilizing the change from EA to a weight or valume UOM, but is it possible to use if we have an item that was setup with a Primary UOM of EA and Secondary UOM of FT?  Apparently there are quite a few items that were setup wrong with the Primary UOM not being the smallest for conversion purposes, so is the best way to handle this to create new Item number for this product with the correct Primary UOM?  If so, do I have to
