Creating a New Employee Record from NeoGov

We have NeoGov Insight and are in the process of obtaining the Onboarding piece of this as well. 

What we are hoping to accomplish is the ability to have an API from NeoGov create the employee record in EBS.  Then of course we would like to this be a hands off thing where no entry is needed for this so the assignment, position, grade ladder, etc... information would also need to automated.  NeoGov suggests the use of a REST API.

Is this something that Oracle supports?  i know there are many different callable API's to load all this data into Oracle but that is still a rather manual process if I understand correctly.  Management is looking for a hand off integration.
