Need help for problem decribed on Doc ID 1511544.1

I have a problem similar to Doc ID 1511544.1 on a 12.1.0.5 setup.

I have completely decommissioned the agent and removed the host from Cloud Control but when I try to add the host back to Cloud Control I face the same problem again.

Note says to use Doc ID 1368088.1 to fix the problem. But what steps from 1368088.1 to use I'm not sure.

Can you please help?
