How to create a query to show PMs that didnt generate

I am trying to create a query, which will then be attached to a watchlist,  to show PMs that did not generate.   For us, a PM that is at status 01 is waiting not open.  We have date based, mileage based PMs.  How can i create a query that will show on a watchlist when something is at a 01 status,  but did not generate.  Every now and then we have weird situations where they dont generate.   Lets say something has a schedule date of 11/1/2017,  but did not generate to a status 50.Is there a way to do this.
