Duplicates during address entry

We are wanting to setup the processing options for P0100041 as per the Oracle documentation advises for Duplicates during Address Entry.  The Oracle information indicates there are three processing option choices to setup.  When we bring up P0100041 there is not an option to find or work with processing options.  The screen that pops up says Fix/Inspect.  There is only an Ok, Close or Tools option.  No way to get to processing options.

What are we missing in the instructions?  Any help would be appreciated!
