ESS Time cards from the F06116Z1 into the F06116

Need someone to confirm the following assumption about Employee Self-service time cards (F06116Z1) being transferred into the F06116:

Regardless of the Data Selection included in the R05116Z1i which includes only UNPROCESSED time cards for transferring them to the F06116 table, my understanding is that program will transfer to the F06116 ONLY THOSE F06116Z1i time cards where the SSFL field (Time Entry Status Flag) is equal to either "1" (Approved) or a "3" (Not approved but paid).  Which means that the latter condition would be hard-coded directly in the program.  In other words, if a manager did not approve an employee time card entered in F06116Z1 using ESS, then even if that time card has not already been processed in final mode thru R05116Z1,  that time card shall not be transferred from F06116Z1 to the F06116. Otherwise, what would be the purpose of the MSS Mgr apprioving ESS time cards, right?
