Closing multiple POs for a closed project (Job or non-job BU) and possible re-opening at a later sta

Hello, I have a query on mass closure of POs (Line Type J, used for 3 way matching). We may have jobs (JB types or just normal revenue BUs) that at some stage would close with a lot of open POs (some more than an year old) in following cases:

--- No Qty received at all on any line

--- Some lines fully/partially receipted and others not received at all

--- Some or all lines fully receipted but not voucher matched

I think third scenario wouldn't be an issue as status would be 400|999 anyway. 

I have been looking at options on Oracle Support/communities and found that a batch program to do that isn't available. Functionality not available (
