BU WP Fw Cover is not editable when we agreegate to higher than calss level

Hello Experts,

This is usual scenario where measure is calculated and when rolled up at higher level than base intersection. The measure gets greyed out even though base state writable.

Please suggest best advice to overcome.

Requirement is:

- The measure should be editable even though rolled up higher level than base intersection.
