F4311 - what is the difference between URLV and UREC?

I wonder if anyone can explain why these might be different, as the notes behind the aliases don't give much of a clue and I am not sure what might update each and why they would be different.

Alias: UREC

The original quantity of the order line, plus or minus any changes to that quantity, less all quantities shipped, received and/or vouchered to date. This number can also be the actual quantity received.

Alias: URLV

This field contains the units that have been relieved from the total number of committed units.

I have done some searching and the latter is possibly something to do with encumbrances, but I am not at all sure. I could find no document that spells out the function of each field and what exactly updates them or how they differ.
