User cannot see any responsibilities on eBS homepage

R12.1.3

We have one user who cannot see any responsibilities on the eBS homepage when they log in.

The user has returned to work after a period of sickness and we have re-activated their user account by removing the end dates and removing the end dates for the required responsibilities.  When the user logs in, they are not able to see any responsibilities, the left hand side of their homepage is blank.

I have confirmed this by logging in to a test environment as the user and I get a message "there are no active responsibilities available for this user".
