Can not merge Suppliers

Oracle EBS 12.1.3: When I try to merge suppliers, the following error message appears: A Global Agreement with the &FROM_VENDOR and &FROM_VENDOR_SITE has a purchasing site that is different from the &FROM_VENDOR_SITE and hence the Supplier cannot be merged to a new Supplier. Can you help me to resolve that issue?
