Shipping charge applied on the sales order still reflects on the order header as Charges even after

Upon cancelling the Sales Order in Oracle EBS , the line prices will get updated to 0 value except shipping charge.Shipping charge amount still reflects on the order header as Charges.  Is this a standard functionality ?
