Commencing upgrade from 8.1.1.11 to IP17

Hi,

We would like to upgrade from 8.1.1.11 / Win 2008 R2 to IP17/Windows 2016 or at least Windows 2012 R2.

As per the supported upgrade paths, Migration install is supported,

Does this mean that we definitely have 8.1.1.11 installed on the machine that we have to upgrade and we cannot go with a full install where we just do IP17 installation ?

If so, then should we go with the OS that is supported on current and target Siebel versions, in this case it is Windows 2012 ?

Also as our target DB version is DB2 10.5 which is supported only on Windows 2012 & Windows 2012 R2, we can't get to Windows 2016 by installing a higher DB2 client version like 11 as it is not supported by Siebel..
