Order lines assigned to shipset are released

Hi Team,

A Sales order with 3 lines are assigned to a shipset. Two line items are having the on hand quantity and one of the line item is not having on hand quantity. After releasing the sales order, the two lines with on hand quantity are released and one which doesn't have on hand quantity is backordered.

Is there any setup which will backorder the 3 lines as it is assigned to a ship set. Please let me know your inputs.
