Siebel IP17 Migration Installation Issue: Enterprise,Server Profiles not migrating in SMC

I have completed Migration Installation but after that only Gateway created in SMC. Siebel Enterprise & Siebel Server profiles not migrated in SMC.

On creating new Enterprise profile gettting same error as below discussion but it got resolved after installing patchset 1.

Although profiles should migrate in installation itself. Please suggest If I m doing anything wrong.

Here are my doubts:

- DO I need to complete IRM first before login to SMC ?? As Siebel Server service not starting.
