Can AP/AR Netting be done between Employee/Person and Organization parties?

Can AP/AR Netting be done between Employee/Person and Organization parties?

Background information: This is a government client so it pays money to the citizens very often. It also receives money for the citizens too.  This client is thinking about using the AP/AR netting.

Scenario 1:  A citizen ABC was created as an Employee Supplier.  Then this person was also created as a Organization Customer.  Now there are 2 party records ( 1 for Organization type and 1 for Person type) for the citizen ABC. Can AP/AR netting be done between those 2 Parties?

Scenario 2:  Opposite of the Scenario1:  A citizen ABC was created as a General /Organization Supplier.  Then this person was also created as an Person/Employee Customer.  Now there are 2 party records ( 1 for Organization type and 1 for Person type) for the citizen ABC. Can AP/AR netting be done between those 2 Parties?
