How to offset input tax with output tax

Hello,

We have 1 input and 1 output tax account. When filling returns how we can offset these account to the third net difference account to pay to tax authority.

We will create invoice in AP for tax authority. Will the balance in input / output tax offset to zero or it will keep on updating as they are balance sheet accounts.
