Document Sets Transportation

I am looking to see if there is a way to use preferences to drive which document set is displayed when using loads vs just shipments. So for example I have document set DS1 which just has a BOL. DS2 which has a BOL and MBOL. The issue I have is Both show up and when we are using just shipments they have to select just the BOL. Shipments are used most of the time probably 85% vs. building Loads being 15%. Any thoughts on a way to drive this. I can't use say a MOT because I will have
