IP17 Siebel Database Upgrade Wizard Error - Workspace config does not exist for the given workspace

Hi All,

After first pause in Siebel Database Upgrade Wizard, launched again and getting this error:

Workspace config does not exist for the given workspace name.(SBL-DAT-60313)

It is trying to open tools but not able to open, in tools log I can see same error. Found this Bug 26887024 : IP2017 UPGRADE FAILING. on support but its not resolved yet.

Please let me know any workaround.

Here are my installation details on Windows server 2008 R2 64 bit:

IP17 Migration Installation

IP17.1 Patchset

Database Wizard completed till first pause

Also I tried to add row in S_Workspace table but then getting this error:
