Auto Suggest - not working for all users

Hi Team

I have situation where some of the users have the auto suggestion enabled for order number field, description, etc for an application whereas for some user it is not the case. Autosuggest is enabled globally ( through preferences Option) and even at form level (auto populate and auto suggest - from tools) but still of no success. Is there any thing specific to roles or any other conditions? You inputs is highly appreciated.
