ECO Component Change Effectivity Date

With an Engineering Change Order (ECO) I added a revised item and entered a new revision number for the revised item.  I then added a component change record.  The effectivity date of the component change record defaults to the date/time the record was created.  Should this timestamp not match the effectivity date of the new revision of the revised item?
