Trying to add to a User-to-User header in INVITE

Need to add a descriminator code to data because of difference in sender and receiver use of UUI data.

Need to add to : User-to-User: 30313130303031323633383135303739;encoding=hex

So it looks like :User-to-User: 0430313130303031323633383135303739;encoding=hex

The INVITE looks like:

INVITE sip:8002336710@10.16.24.200:5060 SIP/2.0
