-setdbupload hangs

I've installed APEX 4.2 in a 12.1.0.5 DB on AIX.  Orachk daemon runs check s OK 0 but will not send an email, and I cannot set the dbupload parameters.  The -setdbupload command just hangs - no output other than the watchdog process checking on it.  45 minutes ought to be long enough! 

Manually uploaded a .zip file into Collection Manager (which uploads!)  - but I get a "MEMORYCRUNCH: Does not have enough space in data base to process collection...exiting." - despite it being the only connection in a database with 3 GB of memory!

So I can't upload files automatically, and I can't upload them manually.
