Level0 and Arch Backup

We currently run a Level 0 Backup every N days and we also run Arch Backups every 30 mins (only if needed) on Oracle Database 11g Enterprise Edition Release 11.2.0.1.0

Usually the Level 0 Backup takes around 8 hours to complete while the Arch Backup takes a few minutes.

Right now It's designed to run only Arch Backup if the flash recovery area is running out of space, and if there are no Level 0 Backup running.

Our issue is that while the Level 0 Backup is running sometimes our flash recovery area starts filling up very quickly, and since the Level 0 Backup takes quite a lot of time to complete it becomes an issue for the flash recovery area.
