Can we connect to cloud linux server with different user other than opc without using Private key

Hi Team,

Can we connect to cloud linux server with different user's like jde, oracledd etc other than opc without using Private key.

the reason for creating such user of suppose opc user corrupt then in such situation there wont be any other option to recover login.

Can we make the same user as opc which can sudo to other user?

Please share your thoughts on the same.
