Multiple Wage Attachment Rule-Wage Attachment Workbench

Hello, I have 2 creditor garnishments for 1 employee. One, served first is for $50 and the other should get the rest of the 25% of his disposibleaccording to CCPA. I have both wage attachments set up correctly. But I cannot get my rules to work. Both wage attachments withheld cannot be more than 25% combined, and likewise he is supposed to be able to take home the 30x federal minimum wage, (right?)

I set up an employee DBA level rule for him like this:

This keeps him at the 25%, but allows him to go below the $425 threshold for a biweekly employee. When I set up the rule like this:
