Listener upgrade 11.1 to 12.1 on Windows

Platform - Windows server 2012

Server has Oracle 11.2.0.4 SE-One installed and multiple DBs running.  This has been its config for well over a year.

Now I am prepping to upgrade to 12.1.0.2.0 SE-Two.  Software has been installed and the latest bundle patch applied.

Before upgrading the databases, I need to switch the listener to the 12.1 home.  On *nix this would be trivial, but on Windows we have to deal with those *@#! windows services.  As I recall, whenever I've built a new Windows server, I just started the listener from an admin-privileged command line, and the first time I did that it created the service automagically.  But this is the first time in my memory (certainly since v8) that I've had to actually do an upgrade "in place" on a Windows box.  It seems that if my memory of the initial startup of the 11.2 listener is correct, all I should need to do is
