Licensing for Oracle Trace File Analyzer

How does licensing works for using the Trace File Analyzer (TFA)? My question is specifically on this command using the "perf" type.

tfactl diagcollect –srdc dbperf

It basically touching the Performance and tuning Pack and require licensing for it. Am I correct ?  I have read the tfa install doc and TFA White Paper dated on Mat 2017, there is no clear indication on this topic.
