Company Merger - Restrict access to defunct entity

We have 2 companies in JDE that are merging into one. On the company that is going away, we need to restrict access to all transactions as of Jan 1 to only the accounting group for closure purposes.

Is there a way in JDE E1, TR: 9.1.3 to restrict ALL access to this company with the exception of a few users?
