Label printing: WMS installed vs. WMS not installed

Hello -

We have Oracle Inventory and Oracle Mobile Supply Chain installed and implemented.  We do not have Oracle Warehouse Management installed.  We do have 3rd party label software configured and working with the Receipt business flow to print material labels.   Our users are asking for the following:

1) For the automated label print from the Receipt business flow can we manipulate/set the number of label copies to print.  We've been told by the 3rd party label software vendor that we cannot do this from their software.  Can this be accomplished from the Oracle side in an installation without WMS enabled?  If not, can it be accomplished in an installation with WMS enabled?
