Attachment paperclip not consistently displaying on P0411 Supplier Ledger Inquiry screen

When a user goes into the Supplier Ledger Inquiry screen, the attachment paperclip icon does not appear. However, when you select Row > Attachments and go to the Media Object Viewer screen, an attachment is listed. When I close out of the Media Object Viewer screen, I am returned to the Supplier Ledger Inquiry screen, with the Attachment Paperclip now displayed. I have been able to recreate the issue.

This is in E1 9.2 Tools Release 9.2.1.4, the Application is P0411 screen W0411G.

How do we get the Attachment Paperclip to consistently display?  Is this an Oracle bug?
