Siebel Upgrade from 8.1.1.11 SIA to 17.0.0.0 - New Servers and New Database

Hello!  We are working on an upgrade from our existing 8.1.1.11 SIA to the new 17.0.0.0 (IP2017).  Our plan is to move to a new DB server for 12c and also new Windows Server 2016 for Application Servers.  The existing installation is a DB installation on 11g and Application Server on Windows Server 2008 R2.

Is there a process to install on the new servers, but still perform the Incremental Repository Merge?  It does not sound like there is as I have two current issues:

     1.  Unable to configure the Gateway Security Profile on the new server when connecting to the existing, non-upgraded database on 12c.
