How to get to the Extended BOM cost from the detail?

After downloading the Costs tab from a BOM, I can not figure out how the system is coming to a total for the BOM.  It is not the sum of the Costed items.  It is not the sum of the Buy parts. It is not the Top level assemblies.  It's not the items underneath. Sometimes an Extended Cost is shown and sometimes it isn't.  This is all within one BOM during the course of 1 day!  In the example below, I can't get to the Extended Cost of $11,418 based on the detail that is downloaded. Any ideas?
