How Can I Determine what Inventory Items Qualify for Obsolescence?

I have a requirement to improve an existing query which ostensibly checks the supply chain, end-to-end, to ensure than an inventory item can be made obsolete through an ECO. The query routinely misses something, like an open requisition or inventory in some far-flung subinventory. Instead of adding to the yarn ball, I would like to know if there is a better way of meeting the requirement. I know of built-in checks that can be run when attempting to delete an item, but I can find no trace of a tool to wind down an item that has completed its natural
