What is the Settings Needed to Update F4211 from R31410

I have a version of R31410 that updates a work order status and has Processing Option 2 under the Sales/Config tab set to the next status in the Document type/line type order activity rules.  The version successfully updates the work order status but is not updating the sales order.  Is there a setting that enables that functionality or is it usable only for kit type lines?
