Databrowser will not open tables with error: Can not load product code:

Having a new issue where users cannot open tables via databrowser.  JAS logs show the following error:

02 Nov 2017 14:53:35,856[WARN][RUNTIME]VTForm.lookupProductCodeByFormId(): Can not load product code:

Support indicates a full package may be needed via (Doc ID 2225915.1) but I wanted to see if there was a friendlier solution and do not have to build a deploy a full package as for only databrowser is not working,
