Siebel cfgmerge Utility for Migrating from IP14, IP15, IP16 to IP17

A quick question on the Siebel IP17 Upgrade in particular pertaining to the Siebel gateway and application parameters currently hosted under the siebns.dat file.

Based on our understanding all Siebel parameters configuration are now moved from the siebns.dat file to zookeeper in IP17.

Before this change we used to rely on the siebel cfgmerge tool to compare parameters between an old and a new environment and then merge the parameters we need into the new gateway but this required the use of the old and new siebns.dat files.

with the addition of zookeeper and the retirement of the siebns.dat file will the cfgmerge tool still work, if it will work how do we use it, if it will not work what is the alternative tool and how do we use it.
