Oracle RAC and the watchdog process

Hi All ,

We had a incident where the NFS vote disk was off-lined and one of RAC nodes was re-booted. The message log showed that the watchdog process was the culprit and initiated the Grid to bring down the services. Now we are being asked to commit that the watchdog is a required process for the RAC. Could someone provide any Oracle document which can prove this requirement. We are using Oracle 12.1.0.2 on RHEL 7.3.
