EBTax rule to be based on Ship-To Location

Hi Everyone,

I need to create a rule to calculate VAT that is to be based upon Ship-To locations (Inventory > Define Locations > Shipping Details > Ship-To Location)

For Example, if ship-to location on PR/PO = 0001 then VAT = Recoverable, or if ship-to location on PR/PO = 0003 then VAT = Non-Recoverable

Any ideas would be really appreciated.
