when does "Cost Group Assignment" rule set up in WMS come into work

Does the Cost Group Assignment rule set up in WMS works during Subinventory transfer ? or it will only works during inward of material into Subinventory during Misc Receipt/ PO receipt ? please let me know if you have any idea..
