Very slow performance during US American driver u10124646.drv

DB - 10.2.0.3

Target:

OVM Server: 3.+ (no access to server)

OVM Manager: 3.4.2.1384

Build: 20160914_1384

Applications: 12.2.6 on Windows Server 2012 64Bit - 32G RAM - 4CPU

DB: 12.1.0.2 on Windows Server 2012 64Bit - 32G RAM - 4CPU --> This will be migrated to OEL Linux 64bit after R12.2.6 upgrade.

Current scenario:

1. All prerequisites of Windows Server 64bit has been met

2. Running the U.S. American driver merge patch u10124646.drv nearly for more than 24 hours

3. In particular the "j18469071b.sql" batch job is running nearly for more than 4hours
