Clearing R46L12 Hard commitment

I am in WMS and using license plates.  I have an old hard commitment to a sales order that I need to clear.  The on hand shows a quantity and was shipped.  But because of the LP hard commit I am unable to do anything to fix the issue.  The add/remove or the LP workbench both give an error because the quantity is all committed.
