how to fix issue - Oracle does not create journals by OU in R12

When transactions are sent from Receivables to GL - the journals are created per ledger/transaction type but we would like them also per Operating Units. Oracle bug #7561608 was created in 2008 but does not seem it was fixed/imp[lamented since. How do we create Journals by OU?
