How can i restrict item activity for items not completely setup

We are looking for a way to prevent inventory items from being used in work orders, sales orders, purchase orders and inventory transactions

before they are completely setup and have all necessary information in place.

We have looked at stocking type, line type constants, and lot hold codes,  as a way to restrict activity before the item is ready for production or sale, but

none of those methods completely shut down the ability to enter various transactions for the item.

Has anyone had the need to do this and come up with a relatively simple way to accomplish?
