ODA X5-2 DB Performance

We have an ODA X5-2 running 12.1.2.10 which is having very bad I/O performance especially when there is a lot of activity. We are using HIGH redundancy which I would not think would make that big of a difference. I know there is a recommendation to upgrade to 12.1.2.11/12, but I dont see the symptoms of the disk hang (no 100% utilization when idle). oakcli show disk shows all disks as good. We are using RAC and the disks are 8TB.

Performance is definitely worse than a 5 year old physical server using EMC SAN. No RAC.  It is also worse than the ODA X4-2 we also have.
