Outbound Rate Schedule and Inbound Rate Schedule

Hi,

While setting up the Routing Entries in Transportation management, is it mandatory to enter the Inbound/Outbound rate schedule?

If yes, what is the business logic behind this for JDE?

Is there anyway to skip entering these rate schedules?
