RTE stuck at status 3 and not moving ahead to status 4 and 5 in the F90710 table.

RTE stuck at status 3 and not moving ahead to status 4 and 5 in the F90710 table. Oracle suggestion was to re-install Table trigger in F90710. After doing it, now the RTE message moves from status 3 to 4 and then to status 6 in the event transfer failure table F90712. Can anyone help with any answers to why this is happening?
